William Wiley Named New Air Quality Department Director
Phoenix--Maricopa County announces the appointment of new leadership for its Air Quality Department. William (Bill) Wiley has accepted the job as Director for the department.
“With our region facing some of its toughest federal sanctions for air quality, it was imperative for us to select a strong leader,” states Chairman of the Maricopa County Board of Supervisors Don Stapley, District 2. “Bill comes to us with a solid foundation of local regulatory and private sector experience.”
Wiley brings 30 years experience in environmental practice. Beginning his career as a hydrologist and picking up his engineering degree in 1991, Wiley worked his way up the ranks to become Deputy Director of the Arizona Department of Environmental Quality from 1986-1994. While at ADEQ, Wiley implemented agency-wide strategic planning, testified on environmental legislation and carried budget responsibilities for a 700-person, $40 million state environmental agency. In 1998, Wiley was tapped to be the Director of Environment for TRW Vehicle Safety Systems. At the time, the airbag manufacturing plant was facing state and federal penalties for charges of violating hazardous waste laws. Once on board Wiley helped settle the case against TRW by instituting compliance systems for the company’s airbag production. This earned TRW certification for environmental management systems [ISO14001].
Most recently, Wiley worked for local utility Pinnacle West/APS as Senior Manager for Sustainability and Technology Innovation. Wiley managed Sustainability and new technologies designed to reduce air pollution and carbon dioxide emissions, directed APS STAR solar site and served as company lead on the Western Regional Air Partnership regional haze rule, testifying at EPA regional workshops.
“We owe a tremendous amount of gratitude to our Acting Director Max Porter who, along with Deputy Director Ken Proksa, has provided excellent leadership for our Air Quality Department while we searched for an exceptional candidate,” explains Assistant County Manager Joy Rich. Porter has been an interim director for the department since March 2010. “Both Max and Ken will work closely with Bill to ensure a smooth transition.”
Wiley begins work as department director on Monday, August 30, 2010.
